1. A waived player has 72 hrs before he qualifies as a free agent and then may be bid on by all owners.
2. The initial claiming bid must be at least $400,000, $50,000 for minor leaguers.
3. If there are no counter bids 48 hours after the last and highest bid, the bidding on that player will close. The highest bid will win.
4. Anyone may offer a higher bid as long as it exceeds the existing bid by $100,000 ($50,000 for minors) and the bidder has the cap room. Your total dollar figure for simultaneous live bids may not exceed your cap space.
example.....say Blue Jays had high bids on Shannon Stewart and Jason Johnson totalling $6 million....if he only had $5 million available under the cap he would be suspended for 72 hrs from bidding.
5. The 2nd time a GM overbids in a season his team will incur a penalty of $250,000 against the salary cap for that season. Penalties of $100,000 will be levied for each successive infraction.
7. Bids may not be rescinded. Do not edit or delete your bids for any reason. A 72 hour ban will be imposed if the rule is violated. There will be no warnings.
8. If a GM overbids and has any high bids, those high bids will be deleted. The 48hr clock will restart with the 2nd highest bid claiming the top spot. If a trade rejection causes a GM to overbid, any high bid(s) will be deleted, with the 2nd highest bid claiming the top spot. The GM will not incur a penalty.
9. Once you have won the bid you must add that player to your roster immediately and make any concurrent moves (drops) to keep you under the cap. The transactions must also be registered in your team's transaction thread. The signed player will not be added to your CBS roster if a concurrent move has not been made to ensure a legal roster or the transaction has not been registered..
