A. Minor League Roster
1. The league employs a 60-man minor league roster.
2. A player is considered a minor leaguer if he has 130 AB/50 IP or fewer.
3. Foreign players signed to major league contracts and placed on the 25-man roster by a real MLB franchise will be treated as major leaguers for signing purposes (As MLB clubs use only 40-man rosters in the off-season, the league will ultimately decide each case based on all available information using a 3 Commish panel). Any foreign player who will be 27 or older by the October 31st cut-off will be treated as a major leaguer. Foreign players who do not meet the above age and roster criteria will be treated as minors.
4. All minor league contracts are 5-year contracts.
5. Promotions
a. A Call-up date will be established each season for bringing up minor leaguers to the reserve or majors rosters.
b. Any minor leaguer promoted to the reserve or majors roster may not be demoted to the minors roster. His minor status is preserved as it pertains to waivers and potential release during the Grace Period.
c. Majors: A minor promoted to the major league roster prior to the March call-up date will be his year to year contract. (i.e. y2y-1)
If a minor is promoted to the MLB roster after the call-up date, he maintains his minors status for the remainder of that season and is assigned a salary at the league minimum. The remaining years of the minors contract are forfeited. At the end of the season, the GM has the option to release the minor OR assign him to his year to year salary contract.
d. Reserve Roster: If a minor is promoted to the reserve roster, he maintains his minors status for the remainder of that season and is assigned a salary at the league minimum. Minors do not receive options despite being permitted on the reserve roster. The remaining years of the minors contract are forfeited. At the end of the season, the GM has the option to release the minor OR assign him to his year to year salary contract. Denote MINOR on your roster page.
6. Minors who were assigned to their year to year contracts will follow the year to year table below. These players may be released outright following the end of each year.
Promoted after call up date - $400,000
y2y-1 - $400,000
y2y-2 - $400,000
y2y-3 - $400,000
y2y-4 - $400,000
y2y-5 - $1,500,000
y2y-6 - $3,000,000
Player becomes a free agent following his y2y-6 contract.
7. Minors rosters must be at no less than half the maximum size permitted. The exception is after the season and during the Grace Period. With the restart of free agency all GM's are required to reach the minimum roster size requirement as soon as possible.
8. There will be a one-week Grace Period following the season. Players on the minors roster whose contracts expire at the end of the season must either be promoted during the Grace Period or released outright to free agency. Players promoted from the minors during the season must be signed to majors contracts or released to free agency.
9. Only minor leaguers signed to major or minor league contracts with an MLB club may be signed as FA. The one exception is the amateur draft, see the Draft section, below, for details.
10. During the season, GM's will be allowed to sign minor leaguers from their chosen franchises to their minor league rosters on a first-come, first-serve basis. During the off-season, GM's will be given a 24-hour window to claim franchise minors just prior to the reopening of FA/Waivers. No signing bonus is required for franchise player claims. The transactions must still be registered in FA-Pickups and your team's transaction thread.
A franchise minor released during the Grace Period due to an expired contract may not be claimed during the 24-hour window as it would guarantee perpetual ownership while a minor. The player may be claimed as a franchise minor once FA/Waivers re-open.
11. During the off-season any incoming GM will be given a two week window in which to waive minors under the threshold prior to the restart of FA/Waivers.
12. Amateur Draft - A 10 round annual amateur draft will be held.
a. There will be a two week signing period following the conclusion of the draft. During the Signing Period you may sign, trade or relinquish the rights to a player.
i. If you choose to sign a player, you must assign years and post the transaction on your team's transaction thread (Do not post prior to the signing period).
ii. If you trade a player or receive a drafted player in a trade during the signing period, you must post the transaction on your team's transaction thread. If you are receiving the drafted player in a trade you may not relinquish the rights to that player during the signing period. He must be assigned years and added to your roster.
iii. During the signing period you may relinquish the rights to any drafted players. This must be posted on your team's transaction thread. These players will not count vs your caps. As the players were never signed by the releasing GM, they may be bid on by him at any time.
b. Draft order will be reverse order of the previous year's regular season standings. The team with the worst record the previous season will choose 1st. The draft will be the same each round rather than snaked.
c. You may only draft players who were actually drafted in that season's MLB First-Year Players Draft.
d. Mid-season amateur draft picks may be traded. However you may only trade picks for the ensuing draft. Picks may be traded during the draft. Any such trade made during the draft will be subject to review by a 3-member board comprised of commishes and moderators.
e. If a GM drafts an amateur who doesn't sign with the MLB club in the first two rounds of the draft they will receive a pick at the end of that round the following year. If a pick from rounds 3-10 does not sign no compensation will be given.
f. During the draft, if a GM misses his pick, he will be skipped in subsequent rounds until his previous picks have been made up.
13. Teams will be allowed a 72-hour window to claim int'l FA minors as franchise minors once the signing period opens during the summer. The clock would "start" with the first confirmed signing - by a team representative - of the player at one of the following sources: ESPN.com (not Insider Only), Rotoworld, MLB Trade Rumors, MLB.com, Baseball America (non-subscriber material). The aforementioned sources will be the only sources of record.
