Team Ownership
1. Participating owners must pick an MLB team to inherit the right to claim 10 players from its big league roster and up to 40 farm system players. Help will be given to owners if needed to assure the league starts evenly. If said player is in the 2009 ESPN contracts list then they are eligible as long as they are not a free agent this offseason.

2. GMs will select exactly 10 players from their chosen MLB team's roster and place them on their major league roster. Players can be given a contract between 1-6 years using his 2009 contract value. For the purpose of the initial setup an owner can't assign more then 40 contract years. If a player is a free agent this offseason then the player can not be signed to the franchise but will be available in the later draft.
3. Claimed players must be major league eligible. Any player with 130 AB/ 50 IP or fewer must be placed on the minor league roster.
4. Owners may change their rosters at any time until the pre-draft date deadline.
5. All unclaimed players will be declared free agents and be placed into the draft pool after rosters are locked.
* Under the 'Free Agent' thread please paste the names from your franchise you have chosen not to keep. This list will help in creating the initial free agent list for the inaugural draft.
6. An initial draft of 20 rounds will be held after rosters are locked for ML talent. This will be held to allow GMs to complete their rosters. This draft will also assume 2009 contract values and contract between 1-6 years may be assigned. 60 cap years can be assigned to players selected in this draft. After the ML draft, a minor league only draft of no more than 20 rounds will be held, to fill any remaining minor league roster vacancies.
* Since you're only allowed to claim 10 players from your chosen franchise and the inaugural draft will only be 20 rounds you can place up to 10 minors directly on your reserve roster. These players will not count against your initial claimed 40 minors. They should also be placed appropriately since their minor years will be reduced to one and the following year you'll need to waive them or place them on a year to year contract. Ideally they would be AAA players who you wouldn't typically keep as minors or a AAA player who is extremely near ML ready. These reserves will be given a $400,000 minor contract, they'll act as if they were just called up for the following year. They can also be freely waived at any point next year since the contract is not guaranteed.
6. For the purposes of the initial draft, player values will reflect their 2009 contract values, see ESPN contract page (round to the nearest $50,000). After that, major league player values will be determined by bidding. League minimum salary is $400,000. Salaries, bonuses and bids should be made in increments of $50,000.
7. Payment of league dues does not entitle any GM to undermine the integrity of the league nor its competitive balance. GMs are expected to check in daily or at least every other or every 3rd day during busy periods. Longer absences must be posted on the Out of Town board. Failure to comply with these rules may result in your removal from the league.
8. Membership in this league will be viewed as evidence that the GM respects and accepts both the rules and any infractions that may occur as a result of breaking them. It will also be viewed as acceptance and agreement that the rules are documented for all to see and that they may not be modified on a case by case basis nor interpreted in a manner in which they were not intended. If rules are broken and penalties enforced the onus is on the GM to accept his responsibility for the transgression rather than on the league or the League Commish to modify the penalties for his benefit.
9. All transactions should immediately be registered in your transaction thread and your roster updated. You will be given 3 full days to do so. If the transaction was finalized Monday (bid/claim window closed, traded agreed to, etc.) you would have to the end of Thursday. This applies to promotions, demotions, DL moves, trades, claims and signings.
