A. Major Leaguers
1. Any unclaimed majors player is a free agent and may be claimed by any owner. The exception would be that if an owner has waived a player during the season, that waived player would be off limits to the waiving owner until the off-season or until another owner has claimed/signed and released him, whichever happens first. The player may be reacquired via trade.
2. A waived player has 72 hrs before he qualifies as a free agent and then may be bid on by all owners.
3. To begin bidding:
a. go to the Free Agency Pick-ups board
b. start a new thread - put the player's name, team and position in subject box
c. put your team name and bid amount in the body of the post.
4. To place a counter bid:
a. go to the Free Agency Pick-ups board
b. click on the thread of the player's name you're interested in
c. click on reply
d. in the body of the post include your team name and the counter bid
5. The initial claiming bid must be at least $400,000.
6. If there are no counter bids 48 hours after the last and highest bid, the bidding on that player will close. The highest bid will win.
7. Anyone may offer a higher bid as long as it exceeds the existing bid by $100,000 and the bidder has the cap room. Bids must be in $50,000 or $100,000 increments. Your total dollar figure for live bids may not exceed your cap space.
8. Once you have won the bid you must add that player to your roster immediately and make any concurrent moves (drops/demotions) to stay under the cap. After you have won a bid or a claim you will have 3 full days to update your roster and transaction thread.
If the winning team fails to post the signing to its team transaction thread, assigning the player salary and years, the club will be fined $1,000,000. If there were other bidders, the player will be offered to the 2nd highest bidder for the value of his highest bid. If that GM declines to sign the player, the player will then re-enter free agency. If the player goes unsigned, there will be no reduction in waived salary for the previous team that waived the player.
9. If your high bids take you over your salary cap, you will be banned from bidding for 72 hours. The 2nd time a GM overbids in a season his team will incur a penalty of $250,000 against the salary cap for that season. Penalties of $100,000 will be levied for each successive infraction.
10. Bids may not be rescinded. Do not edit or delete your bids. Fines or penalties could be placed if warranted.
11. If a GM overbids fines or penalties could be placed if warranted.
12. No free agent bids may be started with less than 72 hours remaining in the regular season. Generally, this will mean FA will close to new posts at 11:59PM, Thursday, the last week of the regular season. If bidding has not concluded after 72 hours, generally until Sunday at 11:59PM, the league will switch to blind bidding. Any team which has placed a bid during the preceding 24 hours, (since Saturday @ 11:59PM), may submit a blind bid to the league commish. Blind bids will be accepted until CBS lineups lock at the start of the 1st week of playoffs, Monday.
B. Minor Leaguers
1. The guidelines established for major league bidding apply, except for bid amounts.
2. Initial minor league bids must be at least $50,000 with counter bids of no less than $50,000.
3. The winning bid will be considered a signing bonus that will apply against that season's majors cap.
4. GMs will be allowed to add eligible minor leaguers from their chosen franchises to their minor league rosters on a first-come, first-serve basis. There will be no signing bonus required. The transaction must still be registered on the FA Pick-ups Board and the team's transaction thread.
5. Players who qualify as minor leaguers may not be signed to major league contracts.
6. Waived minors may be re-signed by the waiving team 30 days after being placed on waivers. (See Waiver Rules 11d.)

For example, if Player X had a 2 year minors deal when waived, he is to be assigned a 2-year minors deal if he re-signs with the team that waived him.
